David Hart, George Mason University
"Science and Technology Advice to the President of the United States"
The Office of Science and Technology Policy (OSTP) and its director, the President's science advisor, provide advice to the highest levels of the U.S. Government on key S&T policy issues and coordinate initiatives and implementation across the federal agencies. This talk will describe the history and structure of OSTP and provide a framework for assessing it.

Speaker Biography
David M. Hart is Professor and Director of the Center for Science and Technology Policy at the School of Public Policy at George Mason University. Professor Hart served as assistant director for innovation policy, with a focus on advanced manufacturing, at the Office of Science and Technology Policy, Executive Office of the President, from July 2011 to August 2012. Harts recent academic work focuses on high-growth entrepreneurship, high-skill migration, and energy innovation. His books include Unlocking Energy Innovation (MIT Press, co-authored with Richard K. Lester), The Emergence of Entrepreneurship Policy (Cambridge University Press), and Forged Consensus: Science, Technology, and Economic Policy in the U.S., 1929-1953 (Princeton University Press).
