Parren Mitchell Baltimore Incentive Awards Endowment Scholarship History Established in 1996 and formalized in May 1999 by the University Black Alumni Association, to honor Parren Mitchell and commemorate his life ideals and achievements. At the request of the Alumni Association, due to changed conditions, the fund name and purpose were modified in March 2003 through a Resolution approved by the University System of Maryland Foundation, Inc. Board. The income shall be used to provide scholarships through the Baltimore Incentive Awards Program, which will enable promising graduates from any one of nine participating Baltimore City high schools to attend the University. Cost:
